Project Overview
A high-precision cladding installation at the SPO ventilation structure on the West Gate Tunnel Project.
Premier Cranes & Rigging was engaged to lift and position architectural cladding panels in close proximity to permanent structures, requiring controlled orientation, minimal tolerances, and strict exclusion management.
Although the individual panels were relatively lightweight, the complexity of the lift lay in the geometry, offset handling, wind sensitivity, and proximity to surrounding assets.
This operation demanded engineered certainty rather than brute capacity.
Challenges & Solutions
Controlled Orientation Near Permanent Structures
The cladding panels required precise alignment during installation, with limited clearance to adjacent structural elements. Any uncontrolled rotation or swing posed a risk to both the panel and the structure.
Solution:
- An engineered lifting frame with an integrated winch system was used to allow fine control of panel orientation throughout the lift.
- Offset lifting configurations enabled the load to be positioned accurately without requiring cantilever beams or unsafe slewing adjustments.

Wind Sensitivity and Sail Area
Despite their low mass, the cladding panels presented a large sail area, making them sensitive to wind conditions, particularly at height.

- Wind speed limits were clearly defined in the lift study, with operations restricted to suitable conditions only.
- Controlled lift speeds and continuous monitoring ensured stability throughout hoisting and placement.
- The lifting method prioritised stability and control over speed, reducing exposure to environmental variables.
Ground Pressures and Crane Positioning
Crane setup locations were constrained by surrounding infrastructure, requiring careful consideration of outrigger reactions and load distribution.
Solution:
- Crane configurations were selected to maintain conservative utilisation levels across all lift radii.
- Bog mats were deployed to evenly distribute loads and protect the supporting ground.
- Slew restrictions were implemented to prevent crane movement over non-permitted zones.
